Illinois Republican Rep. Mary Miller introduced legislation on Tuesday to fight the Biden administration's rewrite of Title IX.
The “Male and Female Definitions Act” counters the Biden Administration’s Title IX final rule by establishing legal definitions of the terms “sex,” “male,” and “female,” expanded to include gender identity and sexual orientation. according to The new rules would go into effect Aug. 1, according to a copy of the bill obtained by the Daily Caller News Foundation.
“Since Joe Biden and Kamala Harris took office, they have gutted Title IX, allowing deranged, predatory men into women's sports and restrooms,” Miller told the DCNF. “The Defining Male and Female Act provides clear legal definitions so that neither the Biden Administration nor future administrations can redefine Title IX. We must protect the safety and opportunities of biological women and girls. I urge the House to act swiftly to pass this bill to recognize the fundamental differences between men and women.”
The bill defines a “female” as “an individual who, absent developmental or genetic abnormality or past accident, naturally has, has, will have, or will have reproductive organs that at some point in time produce, transport, and utilize eggs for fertilization” and defines a “male” as an individual who, under the same circumstances, has “the same reproductive organs that at some point in time produce, transport, and utilize sperm for fertilization.”
According to the article, “sex” is defined as “either male or female as biologically determined and defined by this article.”

“There is growing confusion about the definition and meaning of sex as a biological truth and its relationship to concepts and terms including, but not limited to, sex assigned at birth, gender, gender identity, gender role, gender expression, and experienced sex,” the bill states. “Confusion and ambiguity surrounding the definitions of sex, male, female, and related terms can hinder individuals' efforts to enjoy equal treatment under the law.”
Republican state leaders have taken action against the Biden administration's Title IX rules, arguing that they don't align with Title IX's original protections for women. “Gender ideology undermines humanity and civilization itself,” the press release states. read“We must resist it. You cannot defend what you cannot define.”
