US Chip Makers Quietly Lobbying Biden Admin Against Imposing More Restrictions On Exports To China

Reuters reports that three of the top U.S. semiconductor makers are secretly meeting with Biden administration officials on Monday to discuss new export controls being considered in connection with the ongoing U.S.-China rivalry.

Intel, Qualcomm and Nvidia have met with several Biden administration officials, including Commerce Secretary Gina Raimondo, National Economic Council Director Lael Brainard and National Security Council Director Jake Sullivan. according to to Reuters. The Biden administration is considering updating rules enacted in October aimed at restricting China’s chip industry by restricting cooperation between US companies and Chinese chipmakers. “Whether governments engage more broadly with industry and experts to assess the impact of current and potential restrictions, and whether they are narrow in scope, well-defined, consistently applied, and fully coordinated with allies. We urge you to refrain from further restrictions until we decide,” Semiconductor said. Industry lobby group Industry Association said: press release Monday.

The United States and China are engaged in a trade war as they seek to dominate the production of semiconductors, which are essential for computing technology and AI development. The United States has leveraged its intellectual property claims, and China has leveraged its access to raw materials and minerals.

The White House in October took steps to limit China’s access to U.S. chip technology by blacklisting several Chinese chip makers from doing business with U.S. companies. The Biden administration has no plans to end a one-year exemption from these restrictions that was supposed to expire later this year for companies such as Samsung Electronics and Taiwan Semiconductor Manufacturing.

CHIPS and scientific law signed It will become law in August 2022 and includes $280 billion in funding for scientific research and development and other initiatives related to semiconductors. Of that amount, $52 billion went to subsidies to domestic semiconductor manufacturers and $200 billion to various scientific, technical, engineering and mathematical research.

The White House, Intel, the Semiconductor Industry Association and Qualcomm did not immediately respond to the Daily Caller News Foundation’s requests for comment. Nvidia declined to comment.
